In my frostcrag tower, i don’t have all the spells that i can create (like i can’t create a feather spell, or a summon spell).
My character isn’t a mage, if thats the problem so…
you need a key to get in the door where they are since the update
btw u dont need to have mages tower or be in the arcane uni to be near the alters of enchanting or spell making just do the paint brush thing over the uni gate
its just a thing a friend had told me he knows alot about the elder scrolls

hey how do you get videos with this good quality?
everyone is always summoing creatures. but its easier to just make a 1 or 2 second bound dager spell and walk around casting it
lol the only good spell casting tip i have i think only works or morrowind im not sure but u drain ur spell thing to 1 or something then cast that spell or spam it on something and it goes up alot faster normaly
