If you like melee over casting, dps is the way to go.
However, if you like to cast, I suggest going healing due to the fact that at the moment healers are better tuned than elemental shamans.
What it really comes down to is your interests, do you like to pvp? Or would you rather raid? Take time and experiment with various specs to learn what you’re good at and what you enjoy.

A Shaman will be expected to heal at some point. With dual spec you could have a heal and dps spec. Ive only got a lvl 42 shaman so im no authority, but the majority of shamans ive ran with have been healers.
