I don’t know of any but you can do it using photoshop. Just measure the size of a standard Tarot card. Then create a new document at RGB (if your printing on an inkjet) and CMYK (professionally printed offset). Set the Resolution to 300DPI. Then, you can create whatever you want to on there! You won’t find any “templates” or generic designs to apply with your photos unfortunately, but you could create your own – you sound creative! 🙂 Go have fun with it, what a great idea!

I’m including a link to a site that has available copyright free images of Tarot decks for personal use. If you want to create your own then you just need to decide on a standard size, and using any photo program, go for it. I’ll also include a few links to free or open source graphic programs.
