I really like the Moon Garden Tarot. But since you’re a beginner, I would use the Connolly deck. There’s a book for beginners by Joan Bunning that I highly recommend.
Have fun!

I started out on the Rider deck and loved them. Browse and pick one that calls out to you. Sometimes they will not speak and you just have to take a chance. Most decks come with an interpretation book but you can look else where for interpretations. I obtained mine at a headshop of all places but they have been the best ones I ever had.
It all depends on what you want to use tarot cards for. There are broadly two uses, the one that English speakers are most familiar with is the fortune telling, a relatively recent use of the cards beginning at the end of the 18th century. There are countless books about this use and I would suggest trying this site:

There are reviews of many tarot books, all categorized to make it easy to find what you are looking for.
The other use is for card games. This is the earliest recorded use for tarot cards, dating back to the early-mid 15th century. Tarot games, while little know to English speakers, are still played throughout much of continental Europe. You can download a pdf book about them here:

If you want more about the history of the cards and games then try to find this:
The Game of Tarot by Michael Dummett (Duckworth 1980)
The most popular set of tarot cards is the Rider-Waite – for beginners and experienced users. Most books use the symbolism of these cards. There are a lot of good books available and plenty of online learning resources as well.

The Cartomancer’s Key, by Talia Felix
The Complete Guide to the Tarot, by Eden Gray
For a card deck, Rider-Waite is so standard that it’s probably best for a beginner.
