and also.. should i duel wield if im elemental? and when i do if yes…. can i still use the shield?

Duel weild means using 2 1-handed weapon. One in each hand. How would you be able to use 2 1-handed weapon AND hold a shield?
But yes you can have the Duel weld spec and choose to use 1-handed weapon and a Sheild in the other hand.
In order to get duel weld, it’s very far down the Enhansment Tree, so I doubht you’ll have alot of points left for Elemental.

For a Shaman, the only way to dual wield is to spec your talent points for it.
Dual Wield is a 31 point talent in the Enhancement tree, which means you would need to be at LEAST Level 40, and have spent all of your points up to that point in Enhancement talents.
As far as dual wielding if you’re Elemental – as I said, the first 31 points would need to go into Enhancement; leaving you with 20 points after that to put where you chose. So at Level 60 you could have at most 20 points in Enhancement – if you wanted to dual wield with that kind of build, it’s up to you.
If you’re dual wielding, you’re using a weapon in each hand. You cannot use a shield at the same time. You can have the ABILITY to Dual Wield, and still use shields – but you can’t have two weapons, AND a shield, all equipped at the same time.
