Well you won’t get free actual cards here but you can get a free reading @ http://www.llewellyn.com/free/tarot.php. Lots of decks and spreads to choose from there.

You could try http://www.aeclectic.net. They have a forum there, where people trade tarot decks. You probably wont get a free deck (although, it’s been known to happen) but you could trade something you have for a deck. Some people trade for books, crystals, stones, and other stuff. It might be worth a try. Good luck.
The best way to get a Tarot deck is to have someone give it to you as a gift. You may find that situation by finding a Metaphysical chat room or forum where you can post your request.
Other than that, you will have to pay for them.
I’ve seen some decks that people are able to print out, but honestly, that will probably use more ink than a deck would cost you and a deck is more durable and better to use.
If I could remember the websites I’d give them here, but I don’t. I’m sure you can do a search for them, but again, just go buy a deck–many are very cheap.
You’ll have a tough time finding a FREE tarot card deck, unless you suggest it as a gift idea to someone. What I will suggest is watching the classified ads, kijiji, craigslist, ebay, and local thrift stores. I actually found an Angel Oracle deck, complete and in perfect condition, at a thrift store for $3.99. Now that’s cheap. Yard sales are another way to go. You’ll need to be patient, and flexible about what deck you get, but it’s been known to happen. Another option is to put out a REQUEST on kijiji, freecycle, and craigslist asking if anyone has a deck they want to give away or sell for a small price.
Although this is not the ideal way to learn, you could also use an ordinary deck of playing cards. Playing cards represent the pips or minor arcana of the Tarot. The four suits are as follows: Diamonds=Pentacles/Shields/Coins, Hearts=Cups, Spades=Swords, and Clubs=Wands. The face cards are the Tarot Court cards, Jacks (which are the Knights), Queens and Kings. The Pages are the only ones that are missing, but their energy can be combined with the Aces. A quick google for ‘playing card tarot’ came up with a ton of hits! There are lots of great tutorials out there…
