I thought this question was going to be against Kama Sutra.
It all depends on the traditions and culture of the people, some look at as sacred ritual, like you put it, and others looks at it as something natural and no permission is need.
If the person is religious he or she would probably consider your first option and will wait for marriage, which is the church permission, and some also prefer to save it for marriage…but others can’t hold it and consider them selves open minded.

Because sex is sacred.It should be between two consenting,mature adults who love each other,care about each other and respect each other.I don’t need permission from “God”,but i’m saving it for marriage because i don’t want to risk pregnancy at all,i’m underage and my rule is if you have to ask your parents for birth control to have sex you shouldn’t be having sex,i don’t want to risk HIV/AIDS or STDs.And when people turn 18,are we all suppoed to just start having sex because some people do not have morals?no.It’s an individual choice,what works for others won’t work for everyone.Plus if you really love someone,you will wait.
How about you don’t attack other peoples reasons for waiting and people won’t attack you for sleeping around

Because before, when you had sex, you have children and that bond between a man and woman should be sacred. If everybody just had sex with whoever, women have children by different men and life would be a mess.
It’s different now though with safe sex and contraception. Still, a lot of ppl are stupid and still have many children by different ppl, screwing up their lives. If they can do so without children or STDs, then it shouldn’t be sacred and not a big deal.
It’s just the way some people are. If your raised to believe something, your most likely to stay believing that. There’s no right or wrong answer. If your religious, then your prone to be celibate, if your not, lets hope you have safe sex.
